ok, so I finally turned in the boat race on Saturday night. I took the quest in Sunstream after TW ended and stood on the boat till it stopped. I then dropped onto this platform and turned it in to the NPC in the picture. The NPC does not show up on all realms however, and he may only appear on 1 realm.

I think I lost the race and recieved 1 dragon muscle, 100 affinity beads and 100 taichi pills.
It costs 100G to bet.
